This build uses Forgotten Realms' strongheart halfling subrace, the halfling monk substitution levels in Races of the Wild, a couple of psionic feats and powers (one from Complete Psionic), the Fist of Zuoken psionic prestige class, feats from Complete Warrior, Complete Adventurer, Complete Scoundrel and the Player's Handbook II and skill tricks from Complete Scoundrel (which are optional for the most part, but they do improve mobility).

The main focus of this build is damage, which some minor focus on mobility and a bit of psionics.

Unarmed* Damage
*Damage for monk weapons could only receive the skirmish extra damage.

Level 9: 1d8+4d6+1d12+2+(Power Attack)
- 4d6: 1d6 is from Fists of Iron (which requires expenditure of a use of Stunning Fist); 1d6 is from skirmish (requires that the monk moves 10 feet); 2d6 is from Psionic Fist (requires expenditure of psionic focus)
- 1d12 is from Flying Kick, which applies as long as the monk charges.
- Average damage: 27+(Power Attack), w/ crit 33.5+(2xPower Attack)
- Max damage: 46+(Power Attack), w/ crit 56+(2xPower Attack)

Level 12: 1d10+5d6+1d12+2+(2xPower Attack)
-5d6: 1d6 is from Fists of Iron (which requires expenditure of a use of Stunning Fist); 2d6 is from skirmish (requires that the monk moves 10 feet); 2d6 is from Psionic Fist (requires expenditure of psionic focus)
- The amount of damage from Power Attack doubles as long as the monk charges. (Leap Attack)
- Average damage: 31.5+(2xPower Attack), w/ crit 39+(3xPower Attack)
- Max damage: 54+(2xPower Attack), w/ crit 66+(3xPower Attack)

Level 15: 1d10+7d6+1d12+2+(2xPower Attack)
-6d6: 1d6 is from Fists of Iron (which requires expenditure of a use of Stunning Fist); 2d6 is from skirmish (requires that the monk moves 10 feet); 2d6 is a bonus to skirmish if the monk moves at least 20 feet; 2d6 is from Psionic Fist (requires expenditure of psionic focus)
- Average damage: 38.5+(2xPower Attack), w/ crit 46+(3xPower Attack)
- Max damage: 66+(2xPower Attack), w/ crit 78+(3xPower Attack)

Level 16: 2d6+7d6+1d12+2+(2xPower Attack)
- Average damage: 40+(2xPower Attack), w/ crit 49+(3xPower Attack)
- Max damage: 68+(2xPower Attack), w/ crit 82+(3xPower Attack)

Level 18: 2d6+8d6+1d12+2+(2xPower Attack)
- 8d6: 1d6 is from Fists of Iron (which requires expenditure of a use of Stunning Fist); 2d6 is from skirmish (requires that the monk moves 10 feet); 2d6 is a bonus to skirmish if the monk moves at least 20 feet; 2d6 is from Psionic Fist (requires expenditure of psionic focus); 1d6 (fire) is from Fiery Fist (requiring both an expenditure of a use of Stunning Fist and a swift action)
- Average damage: 43.5+(2xPower Attack), w/ crit 52.5+(3xPower Attack)
- Max damage: 74+(2xPower Attack), w/ crit 88+(3xPower Attack)

Level 20: 2d8+10d6+1d12+2+(2xPower Attack)
- 10d6: 1d6 is from Fists of Iron (which requires expenditure of a use of Stunning Fist); 2d6 is from skirmish (requires that the monk moves 10 feet); 2d6 is a bonus to skirmish if the monk moves at least 20 feet; 4d6 is from Greater Psionic Fist (requires expenditure of psionic focus); 1d6 (fire) is from Fiery Fist (requiring both an expenditure of a use of Stunning Fist and a swift action)
- Average damage: 52.5+(2xPower Attack), w/ crit 63.5+(3xPower Attack)
- Max damage: 90+(2xPower Attack), w/ crit 108+(3xPower Attack)

ABSOLUTE MAX DAMAGE: (with crit and trading 14 BAB into Power Attack) 150

I simply doubled the base damage and STR mod for average damage crits; if you roll twice as many dice instead, the result will be different.


Mobility
If the monk makes a jump of at least 10 ft. during his movement, he can use a swift action to gain an additional ten feet of movement in a round. This can be used once per encounter (or once per minute outside of combat). (Extreme Leap skill trick)
If the monk moves at least 10 ft. in a round, he gains a +1 bonus to AC. This increases to +2 at level 15. After taking Improved Skirmish, the monk gains an additional +2 bonus to AC if he moves at least 20 ft. in a round.

1st
- (any 2 - or more at the expense of higher level) Adrenaline Boost [Complete Psionic], Burst, Inertial Armor, Offensive Prescience
2nd - (any 2 - or more at the expense of higher level) Painful Strike, Psionic Lion's Charge, Strength of My Enemy, Wall Walker
3rd - (any 1) I would suggest learning another lower-level power instead.

As a side note, I would never use this. It's definitely way too high on the one-trick pony scale.

Plus anyone can tell it's plain out BROKEN.
